$700K Jefferson-Blount-St. Clair Mental Health Authority Settlement Wraps Up Lawsuit Over 2025 Data Breach

Jefferson-Blount-St. Clair Mental Health Authority (JBS Mental Health Authority) has agreed to a $700,000 class action settlement to wrap up a lawsuit that alleged the nonprofit mental health services provider failed to adequately protect confidential information from a November 2025 data breach.

The Jefferson-Blount-St. Clair Mental Health Authority class action settlement received preliminary approval from the court on August 25, 2026. Eligible for the settlement are all residents of the United States or its territories whose private information was determined to have been potentially impacted in the data incident, including all who were sent a data breach notice.

Court documents state that approximately 29,486 people are included in the settlement class.

Settlement class members who file a timely, valid claim form can receive up to $5,000 for documented, unreimbursed out-of-pocket losses incurred due to the data breach.

Class members must submit proof, such as receipts or credit card statements, to receive a documented-loss payment.

In lieu of a documented-loss payment, class members can file a claim form to receive an estimated $100 pro rata cash payment, with no proof required.

The final amount of each class member’s cash payout may be higher or lower based on the total number of valid claims filed, among other factors.

In addition, class members can elect on their claim form to receive three years of one-bureau credit monitoring and identity theft protection services, which include identity theft insurance. Class members will receive enrollment instructions after the class action settlement receives final approval from the court.

To submit a JBS Mental Health Authority settlement claim form online, class members can head to this page and enter the CPT ID and passcode found on their copy of the settlement notice. Alternatively, class members can download a PDF claim form to print, complete and return by mail to the settlement administrator.

All JBS Mental Health Authority settlement claim forms must be submitted online or postmarked by December 23, 2026.

The court will determine whether to grant final approval to the JBS Mental Health Authority class action settlement following a hearing on February 16, 2027. Benefits will begin to be distributed to class members only after final approval has been granted and any appeals have been resolved.

The Jefferson-Blount-St. Clair Mental Health Authority class action lawsuit alleged that the Birmingham, Alabama-based nonprofit mental health authority failed to implement reasonable cybersecurity measures to protect private information from a data breach on or around November 25, 2025.

Court documents state that private information that may have been compromised during the incident included names, Social Security numbers, dates of birth, medical information, medical record numbers, and more.
