Idaho National Laboratory Settlement Ends December 2023 Data Breach Lawsuit

An Idaho National Laboratory settlement offers cash and credit monitoring to those who may have been impacted by a Dec. 2023 data breach.
Idaho National Laboratory has agreed to settle a class action lawsuit that alleged its operator, Battelle Energy Alliance, failed to properly safeguard sensitive consumer information from a data breach disclosed in December 2023.

The Idaho National Laboratory (INL) class action settlement received preliminary approval from the court on October 31, 2025 and covers all United States residents whose personal information may have been compromised as a result of the December 2023 data breach. The settlement agreement states that approximately 44,000 people received notice that their data was potentially compromised in the INL data breach disclosed on or around December 12, 2023.

According to the website, INL settlement class members who submit a valid, timely claim form have multiple options for reimbursement. All settlement class members are eligible to enroll in one free year of Experion credit monitoring, which includes monitoring by all three of the top credit bureaus in the U.S., dark web scanning, $1 million in identity theft insurance, and public records monitoring. Per the settlement agreement, no proof is required from class members to be filed with their claim form to receive credit monitoring through the deal.
The settlement agreement also notes that approximately 24,000 people whose Social Security numbers (SSNs) were compromised as a result of the Idaho National Laboratory data breach, referred to as “Group 1” class members on all court documents (whereas all other covered individuals whose SSNs were not impacted are called “Group 2” class members), are eligible to receive a cash payment from the data breach settlement. Only Group 1 class members, whose SSNs were compromised in the incident, are eligible for cash payment, while all class members, including those in Group 2, are eligible for credit monitoring through the deal.
According to the website, Group 1 settlement class members who submit with their claim form documented proof of ordinary expenses are eligible to receive a one-time cash payment of up to $1,000. Per the website, reimbursable out-of-pocket losses must have been reasonably incurred between December 12, 2023 and February 28, 2026 as a result of the data breach, and include costs related to credit monitoring, bank fees, credit repair services, and costs associated with freezing credit.
Alternatively, Group 1 class members who submit with their claim form documented proof of extraordinary expenses are eligible to receive a one-time cash payment of up to $5,000. Similarly, the settlement agreement says that extraordinary out-of-pocket losses must have been reasonably incurred between December 12, 2023 and February 28, 2026 as a result of the data breach, and include expenses related to identity theft, fraud, falsified tax returns, or other misuse of private information.
In addition to either cash payment option or in lieu of documented losses, all INL Group 1 class members can also file a claim form to receive a one-time cash payment of $75, the website notes.
Per the settlement agreement, Group 1 class members can elect to receive their payout via check or electronic payment, and enrollment codes for Experion credit monitoring services will be sent to all settlement class members via email.
To submit an INL settlement claim form online, class members can head to this page and enter the class member ID and PIN provided on their copy of the settlement notice. Consumers who believe they may be an Idaho National Laboratory settlement class member but did not receive a notice can contact the settlement administrator to confirm their identity and receive their login details.
Alternatively, class members may download a PDF of the claim form from the settlement website to print, fill out and return by mail to the address listed near the bottom of the second page of the document.
All INL settlement claim forms must be submitted online or by mail by February 28, 2026.
The court will determine whether to grant final approval to the INL data breach settlement at a hearing on March 19, 2026. Compensation will begin to be distributed to class members only after final approval is granted and any appeals are resolved.
The Idaho National Laboratory class action lawsuit alleged that the nuclear research facility failed to implement proper security measures to protect the sensitive information stored on its systems—including the data of current and former INL employees—which led to a targeted data breach discovered in December 2023. Per court documents, the data potentially compromised as a result of the cyberattack included, but was not limited to, names, dates of birth, Social Security numbers, salary information, banking details and insurance information.
