A $6.3M+ People Data Labs settlement ends a lawsuit over the alleged inclusion of Colorado citizens’ phone numbers in a directory without consent.

People Data Labs (PDL) has agreed to a more than $6.3 million settlement to resolve a class action lawsuit that alleged the data aggregation company listed the cell phone numbers of Colorado citizens in a directory without consent, in violation of state law.

The $6,362,167 People Data Labs class action settlement received preliminary approval from the court on June 30, 2026. Consumers who are eligible to participate in the settlement include all individuals in People Data Labs’ database with an inferred mobile number as determined by the information available in PDL’s records, a Colorado area code, and an inferred Colorado location (current or historical), whose data was sourced on or after September 2022, and whose information was disclosed at least once from September 2022 to March 3, 2026.
Court documents state that, based on PDL’s records, 908,881 people are included in the settlement class.

People Data Labs settlement class members who submit a timely, valid claim form can receive a pro rata cash payment, with no proof required.
The final amount of each class member’s cash payout will be determined based on the total number of valid claims filed, among other factors.
To submit a People Data Labs settlement claim form online, class members can head to this page and enter the login ID and PIN found on their copy of the settlement notice. Alternatively, class members can download a PDF claim form to print, complete, and return by mail to the settlement administrator.
All PDL settlement claim forms must be submitted online or received by mail by September 29, 2026.
The court will determine whether to grant final approval to the People Data Labs settlement following a hearing on November 17, 2026. Compensation will begin to be distributed to class members only after final approval has been granted and any appeals have been resolved.
The People Data Labs class action lawsuit alleged that the business-to-business data provider listed Colorado citizens’ cell phone numbers in a directory without first obtaining consent from September 1, 2022 through March 3, 2026, in violation of the state’s Prevention of Telemarketing Fraud Act.
